Kyle L. Kemper's practice focuses on litigation, administrative law, and corporate law on behalf of private and public clients, including utilities, franchised businesses, and land developers. He also practices in the area of estate planning and probate. Mr. Kemper represents water and wastewater utilities before state and local regulators on matters such as utility-customer relationships, rate structure, and compliance with environmental laws and rules. Mr. Kemper has also been engaged in complex litigation on issues including comprehensive plan amendments, changes to development orders for developments of regional impact, and contract disputes.
Kyle L. Kemper is a member of The Florida Bar, The Illinois Bar, United States Court of Appeals for the Eleventh Circuit and the Northern, Middle and Southern United States District Courts of Florida. While attending law school at Florida State University, Mr. Kemper was a member and Articles & Notes Editor of the Journal of Land Use and Environmental Law and legislative intern to Irving Slosberg. He is also a Member of the William H. Stafford American Inn of Court.
