Mr. Wharton represents both public and private clients in cases from application creation to administrative litigation before state and federal agencies. Mr. Wharton also practices general litigation in state and federal courts. He is an experienced practitioner before various professional regulatory, oversight and disciplinary boards. He has appeared before boards within the Department of Business & Professional Regulation, the Florida Public Service Commission, the Agency for Health Care Administration, the Department of Environmental Protection, the St. John's River Water Management District, the Southwest Florida Water Management District, the South Florida Water Management District, and the Division of Administrative Hearings. He previously served as staff counsel for the Florida Public Service Commission.


Mr. Wharton is AV rated by Martindale-Hubbell. He is a member of The Florida Bar; The State Bar of Georgia; The Washington State Bar Association; the U.S. District Court, Eastern District of Washington; the U.S. District Court, Northern District of Florida; and U.S. District Court, Middle District of Florida.
